When someone behaves like a jerk, he easily becomes the scapegoat.

That is when he isn’t the boss.

If he is the boss, then he may have set out to define the culture of the group he is leading.

The first doesn’t do what he should do. The other says what it is others should do.

A relevant question here is if what they should do also is the right thing to do.

That’s for everyone to decide for themselves.

It involves deciding if they want to follow the “should do” invitation.

That’s true in a team, in an organization, and in a nation.
