Working with a team I inquired about a few details wondering how to act on them. One of the reactions to my questions was to tell me, that the actions I asked about were mentioned on the action plan.

One of the most common reasons for such a statement is the expectation that something that has been said or written once has been understood and integrated by everyone. It is measuring other people’s engagement by their ability to remember everything one has said or written. It is assuming that what one has said or written will always be noticed by others.

It is forgetting how difficult it is for oneself to be aware of everything and remember it.
